    My idea is to make Quests for Badge of Justice...
    Maybe some killing quest or farm quest...
    Its really need many time to Farm them so there can be a quest that make it a bit easyer to get them Smile
    I farmed like 1 hour and just got one ._.'

    Then you should Farm Mobs, and loot the Bag of Surprise, then you'll have a chance to drop it as-well ^^
