+ ten level scrolls are soulbound and hence cannot be sent via mail to other char ......

are u trying to say that u brought +ten levels from the website and they havenot turend up in your mailbox ..?
these can be some of the reasons
1. are u sure u sent them to the right character

well 10 days voting = 160 points ( vote 2 times a day, 16 points = 160) and each scroll cost 10 points, so you lost around 7 days of voting points, not 20 days

I don't stay 24/7 on the PC. I can't vote every 12 hours. For me its 20 days.
