To jail a character is not so much a command as it's a place. Drop them under the map or if you have the patch

Remember that as a VIP you are not required to do anything at all. It's nice to help but in the end it's the GMs and admins that need to deal with it. Posting in forums with proof is still the best way to let them know something has happened.

you can jail in skyjail or designerland
