You need to create an ingame GM Ticket addressed to an Admin. Once everything is verified then an Admin will enable the cheats for you.
Tips:
1 - Be patient (Most important tip)
2 - Do not post continuously about it in game or forums
3 - Don't bug GM's about it. It must come from an Admin.
