Looks like a shoot macro... now I know that the little ingame message says that some spells or spell combos may crash the server, BUT if the guy is simply stringing a bunch of the regular "shoot" commands together then it technically isn't a spell or spell combo being used. If it's a bunch of special shots (like arcane shot, etc.) then sure, I'd call it using spells..kinda. It's a tricky one to call. And yes, I agree... shouldn't be using speed/fly during pvp.
