This is PVP place so he can clearly kill you and not be punished

It's the PVP leveling area. Don't go there.

You're still not allowed to CC even in the PvP zones. Which you can tell by his first 3 SS at least that he was being CC'd the entire time.

Wrong..
By all means PVP is allowed on the server in selected locations.
HOWEVER..
CC is not.
He will be jailed accordingly.
